\/><\/a><\/div><p><span style=\"font-weight: 400;\">Dentro del marco regulatorio que el Gobierno busca establecer para la implementaci\u00f3n del \u00abAcuerdo Final para la Terminaci\u00f3n del Conflicto y la Construcci\u00f3n de una Paz Estable y Duradera\u00bb, el Ministerio de Agricultura ha publicado un proyecto de decreto ley para el establecimiento de la regulaci\u00f3n necesaria para la implementaci\u00f3n de la pol\u00edtica de ordenamiento social de la propiedad rural en Colombia, anunciada como de utilidad p\u00fablica e inter\u00e9s general.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En este cuadro normativo se establece desde el supuesto que el ordenamiento social de la propiedad rural supone la democratizaci\u00f3n del acceso a la tierra a los trabajadores agrarios sin tierra o con tierra insuficiente y en especial a las mujeres rurales, de las comunidades m\u00e1s afectadas por la miseria, el abandono y el conflicto.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En este proyecto se establece que el \u201cordenamiento social de la propiedad rural\u201d est\u00e1 constituido por el conjunto de procesos encaminados a administrar, asignar, reconocer, clarificar, restituir, sancionar, consolidar o reglamentar, los derechos de uso y propiedad y las diversas relaciones existentes con la tierra, para propiciar las condiciones que faciliten su aprovechamiento productivo.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">El proyecto recoge una declaraci\u00f3n de principios, dentro de los que se encuentran i) el inter\u00e9s general, ii) desarrollo integral del campo; iii) transformaci\u00f3n estructural, iv) participaci\u00f3n, y v) igualdad de oportunidades y enfoque de g\u00e9nero, entre otros.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Adem\u00e1s de lo anterior, regula el r\u00e9gimen sustantivo de acceso a la tierra, el cual incluye lo relativo a la delimitaci\u00f3n de nacionales, los beneficiarios de los programas de tierras y sus respectivas obligaciones, las formas de acceso a tierras y el subsidio integral de acceso a tierras, entre
