Todo ello, en consideraci\u00f3n a los objetivos del Gobierno Nacional de promover una pol\u00edtica migratoria ordenada, regular y segura, y ante la necesidad de contar con un instrumento que le permita al estado colombiano preservar el orden interno y social, evitar la exclusi\u00f3n y velar por el respeto de la dignidad humana.<\/p>\n<h4><strong>Objetivo del estatuto<\/strong><\/h4>\n<p>El objetivo del estatuto temporal de protecci\u00f3n es permitir el tr\u00e1nsito de los migrantes venezolanos que se encuentran en el pa\u00eds de un r\u00e9gimen de protecci\u00f3n temporal a un r\u00e9gimen migratorio ordinario. Para ello, contempla dos herramientas jur\u00eddicas esenciales: el Registro \u00danico de Migrantes (RUMV) con fines de identificaci\u00f3n y caracterizaci\u00f3n de esta comunidad y el Permiso por Protecci\u00f3n Temporal (PPT). Estas herramientas facilitar\u00e1n el acceso al trabajo, a la educaci\u00f3n, la salud y los servicios sociales del Estado, as\u00ed como a la bancarizaci\u00f3n y la inclusi\u00f3n econ\u00f3mica.<\/p>\n<h4><strong>Requisitos para su aplicaci\u00f3n<\/strong><\/h4>\n<p>El Estatuto de Protecci\u00f3n ser\u00e1 aplicable a aquellos migrantes venezolanos que deseen permanecer de manera temporal en el territorio nacional y que cumplan alguna de las siguientes condiciones:<\/p>\n<ol>\n<li>Encontrarse en territorio colombiano de manera regular como titular de un Permiso de Ingreso y Permanencia (PIP), Permiso Temporal de Permanencia (PTP) o de un Permiso Especial de Permanencia (PEP) vigente, cualquiera sea su fase de expedici\u00f3n, incluido el Permiso Especial para el Fomento a la Formalizaci\u00f3n (PEPFF).<\/li>\n<li>Encontrarse en territorio colombiano de manera regular como titular de un Salvoconducto SC-2 en el marco del tr\u00e1mite de una solicitud de reconocimiento de la condici\u00f3n de refugiado.<\/li>\n<li>Encontrarse en territorio colombiano de manera irregular a 31 de enero de 2021.<\/li>\n<li>Ingresar a territorio colombiano de manera regular a trav\u00e9s del respectivo Puesto de Control Migratorio legalmente habilitado, cumpliendo con los requisitos establecidos en las normas migratorias, durante los 2 primeros a\u00f1os de vigencia del Estatuto.<\/li>\n<\/ol>\n<h4><strong>Otras cuestiones<\/strong><\/h4>\n<p>A partir de la expedici\u00f3n del Decreto no se expedir\u00e1 ning\u00fan Permiso Especial de Permanencia (PEP) nuevo y todos los Permisos Especiales de Permanencia, cualquiera sea su fase de expedici\u00f3n, y que se encuentren vigentes, quedar\u00e1n prorrogados autom\u00e1ticamente por el t\u00e9rmino de 2 a\u00f1os desde dicha fecha incluido el PEPFF.<\/p>\n<p>Aquellos titulares del Permiso Especial de Permanencia (PEP) que no hubieren podido renovarlo dentro de los plazos establecidos para dicha renovaci\u00f3n, podr\u00e1n hacerlo de conformidad con la reglamentaci\u00f3n que para estos efectos expida la Unidad Administrativa Especial Migraci\u00f3n Colombia.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El pasado 1 de marzo de 2021 la Presidencia de la Rep\u00fablica expidi\u00f3 el Decreto 216 mediante el cual se crea el Estatuto de Protecci\u00f3n Temporal a migrantes venezolanos y garantiza la atenci\u00f3n necesaria para esta poblaci\u00f3n vulnerable que actualmente presentan problemas por la situaci\u00f3n econ\u00f3mica y social que atraviesa actualmente Venezuela.
